Case Study: Massachusetts Department of Youth Services (DYS)


The Department of Youth Services is the juvenile justice agency of the Commonwealth of Massachusetts. From September 2007 through December 2010, CPS HR Consulting provided technical assistance (TA) to DYS to help them develop a comprehensive, strategic approach to strengthening and supporting their workforce. At the onset of the project, DYS faced difficult recruiting challenges, particularly in the Boston metropolitan area, in large part due to its low pay structure and high cost-of-living. Midway into the project, the Commonwealth began to experience major budget challenges that made it almost impossible to address compensation issues. The TA effort was intended to introduce the agency to a comprehensive WFPD model and to provide tools, expertise, and an extensive onsite presence over a two-year period (later extended to three years) as the model was implemented. The effort differed from and/or built on earlier work by:

  • Taking a comprehensive, strategic approach rather than a reactive, piecemeal one.
  • Using data both to inform the planning strategy and to evaluate the results of the intervention.
  • Using a geographically and organizationally diverse team to guide the WFPD process.
  • Identifying a competency model for each of the major frontline classifications.
  • Integrating these competencies into all of the agency's human resources strategies.

Case Study: AZ Division of Children, Youth and Families (DCYF)

The Arizona Department of Economic Security, Division of Children, Youth and Families is a human service organization dedicated to achieving safety, well-being and permanency for children, youth and families through leadership and the provision of quality services in partnership with communities. From September 2007 through December 2010, CPS HR Consulting provided technical assistance (TA) to DCYF to help them develop a comprehensive, strategic approach to strengthening and supporting their workforce. At the onset of the project, Arizona faced difficult recruiting challenges in the face of population growth and increasing workloads, compounded by an environment of negative media attention and intense legislative scrutiny. Midway into the project, Arizona began to experience major budget challenges that continue to impact its workforce. The TA effort was intended to introduce the agency to a comprehensive WFPD model and to provide tools, expertise, and an extensive onsite presence over a two-year period (later extended to three years) as the model was implemented. The effort differed from and/or built on earlier work by:

  • Taking a comprehensive, strategic approach rather than a reactive, piecemeal one.
