The County of Santa Barbara has named Leonie Mattison as its next Director of Organizational Transformation & Leadership. Ms. Mattison comes to the County of Santa Barbara from the William Sansum Diabetes Center in Santa Barbara, where she has served in Training and Development as the Director of Research Operations since November, 2013. She will begin in her new role on April 10, 2017.

 

Veronica Hodge, Executive Director, Personnel Commission

Veronica Hodge has been named as the new Executive Director, Personnel Commission for the Alameda County Office of Education. She comes to the Alameda County Office of Education from California State University, Sacramento, where she was the Associate Vice President of Human Resources since June, 2012. She will begin in her new role on April 10, 2017

 

Ray Riordan, Deputy Director

Ray Riordan has been appointed to the position of Deputy Director of the Office of Emergency Services for the City of San Jose, California. Mr. Riordan has been an emergency consultant for CH2M most recently, and brings 25 years of experience in local agency emergency management, including seven years as Emergency Response Manager for the City of San Ramon. He will begin in his new role on March 13, 2017.

 

Maureen Zamarripa, Administrator, Parks and Recreation

The Cosumnes Community Services District has appointed Maureen Zamarripa to the position of Administrator of Parks and Recreation. Ms. Zamarripa comes to the Cosumnes CSD from the Fair Oaks Recreation and Park District, where she served as Distriction Administrator for over eight years. She will begin in her new role on March 1, 2017

 

Bryon Gustafson, Chief Sergeant-at-Arms

The California State Assembly has named Bryon Gustafson as their Chief Sergeant-at-Arms. Mr. Gustafson comes to the California State Assembly from the Stockton Unified School District Police Department where he was the Chief of Police since 2014. He has begun in his new role, and was confirmed on Monday, January 30.

 

Stephanie Holloman, Human Resources Director

Stephanie Holloman has been appointed to the position of Human Resources Director for the City of Riverside, CA. Ms. Holloman comes to the City of Riverside from the City of Los Angeles, Harbor Department, where she was a Senior Personnel Analyst II since 2008. She will begin in her new role on February 13.

 

Anne Bloxom, Division Director

Anne Bloxom has been named as the Division Director for the Orange County Social Services Agency. Ms. Bloxom has been with the Agency since 1988 in various roles, most recently as the Deputy Director/Administrative Manager III. She will begin in her new role on February 6, 2017.

 

Diana Narahara, Assistant City Controller

The City of Long Beach, CA has appointed Diana Narahara as their new Assistant City Controller. Ms. Narahara comes to the City of Long Beach from the City of Corona, CA, where she worked in the Finance Division, Administrative Services Department. She will begin in her new role on February 6, 2017.

 

Sandy Palmer, Purchasing and Business Services Manager

Sandy Palmer has been named as the Purchasing and Business Services Manager for the City of Long Beach, CA. Ms. Palmer has been working for the City of Long Beach for more than 20 years in various roles, most recently as the Acting Purchasing and Business Services Manager. She moved to the permanent role on January 30, 2017.

 

Gary Ameling, Chief Financial Officer

Gary Ameling has been appointed to the position of Chief Financial Officer for the City of Las Vegas. Mr. Ameling comes to the City of Las Vegas from his position as Finance Director for the City of Santa Clara. He will join the City of Las Vegas on February 15th.

 

Manjeet Ranu, Director of Planning and Development Services

Manjeet Ranu has been appointed to the position of Director of Planning and Development Services for the City of Tucson. Mr. Ranu most recently served as acting Director of Planning and Building for the City of Encinitas, CA. Mr. Ranu will start with the City of Tucson on February 6th.

 

Scott Mitnick, County Administrative Officer

Scott Mitnick has been named County Administrative Officer with Sutter County. Mr. Mitnick served as the City Manager for the City of Thousand Oaks, CA for 11 years. He will begin immediately in his new role with Sutter County.

 

Ally Haynes-Hamblen, Director

Ally Haynes-Hamblen has been appointed to the position of Director of the Office of Cultural Affairs for the City of Las Vegas, NV. Ms. Haynes-Hamblen comes to the City of Las Vegas from Scottsdale, Arizona, where she has been serving for the past 13 years with the Scottsdale Center for the Performing Arts, the last year and a half as the Center's Director. She will begin in her new role on January 23, 2017

 

Jennifer Carman, Community Development Director

The City of Morgan Hill has named Jennifer Carman to the position of Community Development Director. Ms. Carman will begin in her new role on February 13, 2017.

 

Patrick Larkin, District Administrator

Patrick Larkin has been appointed District Administrator for the Cordova Recreation and Park District. Mr. Larkin most recently served as the Recreation Superintendent for the Cosumnes Community Services District. He will begin in his new role in mid-January, 2017.

 

Justin Long, Deputy Director

Justin Long has accepted the role of Deputy Director for Parks with the City of San Jose Department of Parks, Recreation, and Neighborhood Services. Mr. Long currently serves as the Assistant Superintendent of Environmental Stewardship for the Minneapolis Parks & Recreation Board. He will begin in his new role on January 9, 2017.

 

Greg Jones, Assistant General Manager

The Nevada Irrigation District has appointed Greg Jones to the position of Assistant General Manager. Mr. Jones comes to the Nevada Irrigation District from the Sierra Business Council, where he served as Vice President for the past six years. He will begin in his new role on January 3, 2017.

 

Michael Flood, Assistant General Manager

The Casitas Municipal Water District has selected Michael Flood as their new Assistant General Manager. Mr. Flood comes to Casitas Municipal Water District from the Antelope Valley East-Kern Water Agency, where he has been employed since 2004, most recently as Assistant General Manager/Agency Engineer since 2010.

 

Karen DeCrescenzo, Department Manager, Human Resources

The Orange County Transportation Authority (OCTA) has named Karen DeCrescenzo as their new Department Manager, Human Resources. Ms. DeCrescenzo comes to OCTA from The City of San Diego, where she served as the Deputy Director of Human Resources. She will begin in her new role on January 9, 2017.

 

Dan Tibbitts, Principal Engineer

Dan Tibbitts has been named Principal Engineer for the Sacramento Area Flood Control Agency (SAFCA). Prior to joining SAFCA, Mr. Tibbitts had been serving as Project Manager for 10 years with the U.S. Army Corps of Engineers.

 

Eric Blomquist, Building Official

The City of Morgan Hill appointed Eric Blomquist to the position of Building Official. Mr. Blomquist has been with the City for over 12 years, most recently as Building Inspector Supervisor for more than two years. Mr. Blomquist will begin his new role immediately.

 

Nancy O'Connor, Director

The City of Ventura appointed Nancy O'Connor to the position of Director of Parks, Recreation & Community Partnerships. Ms. O'Connor has been with the City since 2011 as Parks Manager. She will began her new role on December 5, 2016.

 

Anne Penney, Controller

Anne Penney has been appointed to the position of Controller for the City of Boulder, Colorado. In joining the City of Boulder, Ms. Penney will be leaving her current position as Accounting Manager for the Denver Housing Authority. She will start her new position on January 3, 2017.

 

Wayne Nastri, Executive Officer

The South Coast Air Quality Management District (SCAQMD) has appointed Wayne Nastri as the agency's new Executive Officer. Mr. Nastri served as the interim executive officer since April 1. Prior to joining SCAQMD, he worked with E4 Strategic Solutions, Inc. He will begin in his new role on December 12, 2016.

 

Howard Stiskin, Health & Safety Manager

Howard Stiskin has accepted the position of Health & Safety Division Manager with the City of San Jose HR Department. Prior to this role, Mr. Stiskin was a Claims Manager for the Human Resources Department Workers' Compensation Division at the City and County of San Francisco. He will begin in his new position immediately.

 

Heba El-Guendy, Vision Zero Project Manager

The City of San Jose Department of Transportation has appointed Heba El-Guendy to the position of Vision Zero Project Manager. Ms. El-Guendy was previously the City Traffic Engineer with the City of Goleta, and holds a Master of Engineering degree in Civil and Environmental Engineering from Carleton University in Ottawa, Canada. She will begin in her new role immediately.

 

Ken MacKenzie, Executive Director

The Urban Drainage and Flood Control District (UDFCD) has announced Ken MacKenzie has been selected as its new Executive Director. Mr. MacKenzie has been with UDFCD since 1995, rising through various roles with the agency. He has served as Program Manager for their Master Planning Program since 2008. He began in his new role on October 13.

 

Steven Castile, Chief of Park Operations

Steven Castile has been appointed to the position of Chief of Park Operations with East Bay Regional Park District. Mr. Castile has been serving as Park Operations Manager for the City/County of San Francisco Recreation and Parks Department for the past 7 years. He will begin in his new position on December 5.

 

Patrick Mallon, Assistant Director of Public Safety Communications

The California Governor's Office of Emergency Services has named Patrick Mallon as its new Assistant Director of Public Safety Communications. Patrick comes to Cal OES from the Los Angeles Regional Interoperability Communications System Joint Powers Authority, where he has been the Executive Director managing the development and implementation of the LA-RICS Long Term Evolution Public Safety Broadband Network and Land Mobile Radio Systems for the last five years. He will begin in his new role on November 21.

 

Gregg Leiss, Assistant County Administrative Officer to Budget and Finance

Alpine County has appointed Gregg Leiss to the role of Assistant County Administrative Officer to Budget and Finance. Mr. Leiss was most recently a managing member of a northern Nevada real estate development and construction firm, and previously served as the Administrative Services Officer for the Nevada State Departments of Health and Forestry. He will begin his new position on November 16.

 

Douglas Sanger, Chief Deputy Probation Officer

The County of Orange Probation Department has selected Douglas Sanger to assume the role of Chief Deputy Probation Officer. Mr. Sanger has held several positions within the Orange County Probation Department, and will leave his role as Probation Division Director, which he has held since 2007 to begin in his new position. He will begin in his new position on November 25, 2016.

 

Brigette Gibb, Director of Human Resources

The Orange County Fire Authority has named Brigette Gibb as their new Director of Human Resources. Ms. Gibb has spent over two years with the Orange County Fire Authority as their Employee Relations Manager. She will begin in her new role on November 11.

 

Annette Goley, Police Support Manager - Dispatch

Annette Goley has been appointed to the position of Police Support Manager – Dispatch for the City of Fairfield Police Department. Ms. Goley will be leaving her position as Public Safety Supervisor with the Department of Emergency Management, Division of Emergency Communications, City and County of San Francisco and join the City of Fairfield on November 28th.

 

Rachel Hemphill,Chief Systems Actuary

Rachel Hemphill has been appointed to the position of Chief Systems Actuary for the California Department of Insurance. Ms. Hemphill has been serving as Senior Casualty Actuary for the CDI for three and a half years. Her start date was November 1, 2016.

 

Ray Busch, Wastewater Division Manager

The City of Klamath Falls has hired Ray Busch as its Wastewater Division Manager. Mr. Busch comes to Klamath Falls from his position as Water Pollution Control Facility Manager at the City of Hayward. He began in his new role on October 17, 2016.

 

Eric Hon, Division Manager, Landscape Services

The City of San Jose has named Eric Hon to the position of Division Manager, Landscape Services. Mr. Hon will begin in his new role immediately.

 

Rick Scott, Division Manager for Street Pavement Maintenance

Rick Scott has been named to the position of Division Manager for Street Pavement Maintenance with the City of San Jose, CA. Mr. Scott has been serving as the Interim Division Manager of Landscape and Traffic Maintenance with The City of San Jose since May, 2015, and will begin in his new role immediately.

 

Diana Jimenez, Deputy Director Aging and CalWORKS Employment Services

The Monterey County Department of Social Services has named Diana Jimenez to the position of Deputy Director Aging and CalWORKS Employment Services. Ms. Jimenez begins this role following her role as Interim CWES Program Director with the Monterey County Department of Social and Employment Services. She will begin immediately.

 

James Corless, Chief Executive Officer

James Corless has been named as the Chief Executive Officer of the Sacramento Area Council of Governments. Mr. Corless is currently serving as the Executive Director of Transportation4America, where he will continue through March, 2017. He will begin in his new role on April 3, 2017.

 

Sarah Jones, Program Manager

The Florin Resource Conservation District/Elk Grove Water District has named Sarah Jones to the position of Program Manager. Ms. Jones will leave her position as Stormwater Program Manager for the Tahoe Regional Planning Agency to assume her new position. Her start date is October 24.

 

Lon Peterson, Communications and Outreach Manager

The Marin Municipal Water District has appointed Lon Peterson to the position of Communications and Outreach Manager. Mr. Peterson comes to the Marin Municipal Water District from The City of Palo Alto, where he was the Communications Manager. His start date was September 19.

 

Noël Mink, Manager of Human Resources

The City of Aurora, CO has appointed Noël Mink to the position of Manager of Human Resources Operations. Ms. Mink has worked for the City of Aurora, CO since 2006 as the Training Supervisor for their 911 Dispatch Center, and then as their Employment and Compensation Administrator before assuming the role of Interim Human Resoures Manager of Operations in 2015.

 

Eugene Campbell, Fire Chief

Eugene Campbell has been appointed to the position of Fire Chief at the City of Missouri City, TX. He comes to this position from the Pasadena Fire Department in Pasadena, CA, where he was the Deputy Chief of Administration - Fire Marshall. He will begin this position on September 6, 2016.

 

James Brown, Risk Manager

The City of Boulder, CO has appointed James Brown to the position of Risk Manager. Mr. Brown will leave his current position as Loss Control Manager and Risk Consultant with the Division of Risk Managerment for the State of Utah, where he has served for over six years. He will begin in his new role on November 7, 2016.

 

Linda Cox, Chief Administrative Officer/Risk Manager

Linda Cox has been appointed to the position of Chief Administrative Officer/Risk Manager with the Municipal Pooling Authority. She will begin in this role on September 6, 2016.

The County of Santa Barbara has appointed Daniel Klemann to the position of Deputy Director of Long Range Planning. Mr. Klemann leaves his position as Manager-Residential Permits Section, Ventura County Resource Management Agency-Planning Division. His start date in his new position is September 26, 2016.

The City of San Jose, CA Department of Parks and Recreation and Neighborhood Services has appointed Neil Rufino to the position of Division Manager, Recreation and Community Services Division. He will begin in this position on August 22, 2016.

James McIntosh has been appointed Finance Director for the City of Henderson, NV. Mr. McIntosh currently serves as Chief Financial Officer for the Clark County School District. Mr. McIntosh will start in his new position with the City of Henderson on Monday, July 18th.

The Mojave Desert Air Quality Management District has appointed Brad Poiriez as its Executive Director. Mr. Poiriez has over over twelve years of experience at Imperial County Air Pollution Control District, where he most recently served as Air Pollution Control Officer. His start date is July 25.

 

Aric Jensen, Community Development Director

The City of Reno has announced the hire of Aric Jensen as its new Community Development Director. Most recently Mr. Jensen was a Town Planner for Vineyard, Utah. His start date was June 6th.

 

Rick Vasquez, Director of Development Services

The new Director of Development Services for the City of Garland is Rick Vasquez. Mr. Vasquez has over 25 years of experience in municipal and utility management in Texas. He starts immediately.

 

Farbod Pirouzmand, Human Resources Manager

The City of Hayward has named Farbod Pirouzmand its next Human Resources Manager. Mr. Pirouzmand most recently served as a Human Resources Manager at the Port of Oakland. His start date is immediate.

 

Gerhardt Hubner, District Administrator

Gerhardt Hubner has been appointed the District Administrator for the South San Luis Obispo County Sanitation District. Mr. Hubner has over 24 years of experience in water resources issues along the coast. He starts immediately.

Washington State Department of Transportation has appointed Joe Hedgess as its Alaskan Way Viaduct Replacement Program Administrator. Mr. Hedges most recently served as the Executive VP, Director of Operations for the Coastal Environmental Group. Mr. Hedges starts immediately.

The County of Santa Barbara has announced the appointments of Janette Pell and Lewis “Skip” Grey to the positions of Assistant Director of General Services. Ms. Pell was serving as the interim Assistant Director and previously served as Director of General Services for the County of San Luis Obispo. She started in her permanent capacity on May 23rd. Mr. Grey is coming from the State of Ohio Department of Administrative Services, where he has been serving as Assistant Deputy Director of General Services. Mr. Grey will start with the County on June 13th.

 

Kirk Cloyd, General Manager

Kirk Cloyd has been named the next General Manager for the Hidden Valley Lake Community Services District. Mr. Cloyd most recently served as the Project Manager for Valley Sanitary District and has experience at other municipalities and special districts in various water/wastewater capacities. He starts in his new position on May 31st.
