As a senior executive recruiter and talent acquisition consultant with over 15 years of professional management experience, Abby has a passion and a track record for connecting talented public service professionals with exciting and rewarding leadership opportunities. Prior to joining CPS HR Consulting, she was the Vice President of Executive Search at a talent acquisition and consulting firm, overseeing recruitment projects ranging from City Managers and C-suite positions to Department Directors, Assistant Directors, and Managers. The majority of her executive search experience is dedicated to the public sector, placing steadfast government leaders in municipalities, counties, metro districts, and supporting agencies across the United States. She specializes in full-cycle recruitments and works with her clients through the recruiting process to develop creative, client-specific strategies, techniques, and best practices for talent acquisition and retention, including ways to reduce instinctual biases and overcome recruiting challenges in an ever-changing employee-employer market. She firmly believes that recruiting and retaining top talent for public service positions positively contributes to the long-term success of the organization and the community and citizens they serve.

Mr. Whittenburg comes to the City previously serving as the Interim Environmental Services Director and the Assistant Director for Code Compliance. Mr. Whittenburg has lead implementation of high-impact strategies to advance community health, safety, waste management, environmental quality and sustainability and brings over 18 years of management experience. He will begin in his role immediately.

The County of San Luis Obispo has selected Matt Pontes to assume the role of County Administrative Officer. Mr. Pontes comes to the County previously serving as the Director of Wildfire and Forest Ecology for Sierra Pacific Industries. Mr. Pontes has spent the last decade leading and ensuring Department Heads gain larger perspectives that transform them into highly functioning experts of interdependent, innovative, and productive teams and brings over 30 years of management experience. He will begin in his role on April 29.

Cheryl Marthiljohni

City of Burleson has selected Cheryl Marthiljohni to assume the role of Human Resources Director. Ms. Marthiljohni comes to the City previously serving as the Human Resources Director for City of Victoria. Ms. Marthiljohni has over 20 years of Human Resources experience. She will begin in her role on April 8.

Troy Bingham

The City of Safford has selected Troy Bingham to assume the role of Finance Officer. Mr. Bingham comes to the City previously serving as the Comptroller for the Utah Transit Authority. Mr. Bingham has implemented automated processes, responded to numerous federal findings and audits with corrective action plans, and implemented corrections that improved compliance and brings over 20 years of management experience. He will begin in his role on January 02.

Mr. Escobedo comes to the City previously serving as the HR Business Partner for The City of Fort Worth. Mr. Escobedo has experience in both the private and public sectors for a major corporate and public organization and brings over 10 years of experience. He will begin in his role on January 2.

City of San Jose has selected Tanner Warner to assume the role of Debt Administrator. Mr. Warner comes to the City previously serving as the Debt & Treasury Program Manager, Capital Finance & Treasury for Port of Portland. He will begin in his role on April 2.
