CPS HR is led by a team of experienced professionals with expertise in their respective areas and a passion to provide the highest quality of services to our clients.
  • Jerry Greenwell – Chief Executive Officer

      Jerry GreenwellWith more than 25 years of experience in the public human and social services fields and 18 years of professional personnel experience, Jerry is responsible for ensuring that CPS HR delivers the highest quality of services to its clients as well as maintaining the agency’s growth and profitability. He has expertise in training and staff development, performance management, recruitment and selection and organizational development. Not only is he certified as a professional in human resources (IPMA-CP) by the International Personnel Management Association and by the Society for Human Resources Management (PHR), but also he is an alumnus of Leadership Sacramento and a senior fellow with the American Leadership Forum. He is a certified trainer for IPMA Competency Training and a member of the IPMA Professional Development Committee. Jerry has a bachelor's degree in sociology from the University of Utah and a master's degree in Management and Organizational Development from John F. Kennedy University.


  • Sandy MacDonald-Hopp – Chief Financial Officer

      Sandy MacDonald-HoppSandy has over 25 years of experience in business management and accounting in both the public and private sectors. Her diverse range of positions with companies in various industries provides a unique perspective in working with local, state, and federal agencies. Sandy’s background also includes government contracting relating to all phases of proposals, contract management with major subcontracting and small business requirements, financial reporting, budgeting, financial analysis, strategic planning, cashflow management, policy implementation, and audits. Prior to joining CPS HR, Sandy served as CFO at Ahtna Government Services and a Senior Budget Staff/Analyst with Lockheed Martin. She holds a Bachelor of Arts in Government from the University of Texas and a Master of Business Administration from the University of New Mexico. Sandy is a member of the Government Finance Officers Association.



  • Jeff Hoye – Senior Practice Leader, Talent Management

      Jeff HoyeAs Managing Director, Jeff is responsible for strategic planning, business development, product/service delivery and P&L responsibility. Jeff's experience includes national and international experience in the areas of organizational strategy and development and large systems change, working with senior leadership teams, boards of directors and management utilizing various teaming structures and innovative strategies. Jeff is a member of the International Public Management Association for Human Resources and certified as an executive coach and member of the Worldwide Association of Business Coaches. He received his bachelor’s degrees in Finance and Accounting from the University of South Florida and his MBA with an emphasis in organizational behavior from the University of Colorado.

  • Geralyn Gorshing – Director, Marketing and Business Development

      Geralyn GorshingIn her 20 years of experience, Geralyn has acquired a vast array of core competencies, including product marketing, brand management, advertising and promotional programs, public and media relations and marketing performance tracking and improvement. Prior to joining CPS HR, she was employed by Vari-Lite/Genlyte in Dallas, Texas where she served as Marketing Manager and, previously, Corporate Communications Manager. Before Vari-Lite, Geralyn was the Marketing Services Manager for Milltronics, where she developed marketing communications for four product groups. Geralyn received a Bachelor of Science degree in Health Services Administration from Quinnipiac University in Hamden, Connecticut.


  • David Powell – Director, Information Technology Services

      David PowellAs Director of Information Technology, David is responsible for the technology strategy and information infrastructure of CPS HR. Prior to joining CPS HR Consulting, David was a National Technology Leader with Deloitte Services LP where he was the strategic leader of its National Telecommunications Services Division. In this role, he helped the business through innovative communications and collaboration technologies. His background includes national and international experience leading global teams in IT Infrastructure and end-user support services with particular expertise in telecommunications, networking and unified communications. He holds a Bachelor of Science degree in Business Administration from CSU, Sacramento and an MBA with emphasis in Technology Management from the University of California at Davis.

  • Regina Romeo – Human Resources Director

      Regina RomeoRegina has more than 20 years of experience in public sector human resources as an analyst, manager and director. In her role as Director of Human Resources, she is responsible for managing the day-to-day HR operations and organizational development for CPS while also consulting and managing special projects for clients. Regina has worked for both large and small public sector agencies and brings a unique perspective and real-world experience to her role. She has a full range of experience in HR operations, training, performance management, leadership and employment law, and has effectively led organizations through operational change and process improvement to implement best practices and insure compliance. Regina has a Bachelor’s degree in Behavioral Science with a minor in Criminal Justice, a Master’s degree in Public Administration with a specialization in Human Resources Management and is a PhD candidate for a degree in Organization and Management with a specialization in Human Resources Management.

  • Melissa Asher – Senior Practice Leader

      Melissa AsherWith over 22 years of experience in human resources, specializing in training and development, test administration, and recruitment, Melissa brings a wealth of practical expertise to her Senior Leader role. As a hands on leader, she is responsible for the growth and development of CPS HR’s Training and Development and Executive Recruitment Divisions as well as leading key business development activities. With extensive experience leading large scale public sector projects for licensure and certification testing, online learning initiatives, major compliance training rollouts, foundational supervisory training programs, leadership development, system implementations, and high profile executive searches, she is able to develop creative and valuable solutions for our clients that lead to improved organization performance. Adding to her Bachelor’s Degree in International Relations from the University of California, Davis, she is a certified Project Management Professional (PMP) through the Project Management Institute and has her Senior Professional in Human Resources Certificate (SPHR) from the Society for Human Resource Management. Additionally she achieved an Accounting Certificate, has published numerous articles in HR and related association publications, and regularly speaks at conferences.

  • Vicki Quintero Brashear – Senior Leader, Products and Services

      Vicki Quintero BrashearAs the Senior Leader of Products and Services at CPS HR Consulting, Vicki Quintero Brashear is responsible for leading the Consulting Services Division as well as product development efforts. She has almost 20 years of human resources program experience which includes emphasis in the area of employment testing. Other areas of expertise with public agency clients include job analysis, standard setting, Subject Matter Expert panel facilitation, and test development and large-scale test administration.
